When you first create an Exorcist character, they will be given a default sync rate based on how long they've been at the Order. As you play that character, having him or her fight against Akuma, Noah, and even other Exorcists, your character's sync rate will slowly inch its way up.

At 30%, an Exorcist is still just figuring out his or her weapon. They aren't very well-trained in its functions and may seem a little clumsy using it. Also, they have a much harder time activating their Innocence and keeping it in an active state. It is fairly common for newbies to fail in activating their weapons which is why they are not allowed to lead missions or fight solo until their sync rate reaches 40%. Once there, an Exorcist will still be a little clumsy with their weapon but have a much easier time activating their weapon.
At 60%, a Parasitic or Familiar Exorcist will reach the 2nd level of their weapon. Equipment Exorcists will learn newer attacks and abilities, but the appearance of their weapon will not change unless the Science Dept. decides to give it a makeover. Now an Exorcist should have absolutely no problem activating their weapon and keeping it active throughout a fight. They are much more comfortable with their weapon and find it easier to control and fight with.
At 80%, a Parasitic or Familiar Exorcist will reach the 3rd level of their weapon while Equipment Exorcists will learn more powerful attacks and abilities. At level three, Parasitic and Familiar weapons may change completely depending on the need of the individual. This drastic evolution might technically take an Exorcist back to level one since they have to relearn how to use this new and advanced weapon. Luckily, it only takes a few weeks to get back to their normal level of experience.
80% is the maximum sync rate unless the staff decides the character has potential to become a general.
At 100%, an Exorcist has completely mastered their weapon. There are no more tricks hiding up the innocence's sleeve and the weapon is at its most powerful. A 100% sync rate is very difficult to obtain which is why those who manage to do it are "promoted" to General Exorcist, a leader of Exorcists in the war with a certain authority in the Order. Even Central knows to treat them with respect.
Raising Your Sync Rate
There are two ways for your to raise your character's sync rates. One, is having your character successfully complete a mission. Two, is training at the HQ in the "Training Grounds" board. For the first option, upon completing a mission an admin will read through the mission thread and award all of its exorcist participants with a sync increase of up to 3%, depending on the quality of each individuals posts and the amount of fighting involved in the mission. Option two, while generally faster than mission threads are generally rewarded with a smaller sync increase.
